Checklist for Proposal Development and Submission

Use this checklist as a plan of action for getting your proposal submitted. Please remember, no proposal may be submitted to an external agency unless this process is satisfactorily completed.

  1. Develop the project idea.
    Discuss your concept with your department chair, dean’s office, and the Office of Sponsored Projects (OSP).

  2. Contact OSP for funding support.
    OSP can assist in conducting a funding agency search based on your project goals.

  3. Review agency guidelines and plan.
    After selecting a funding opportunity, OSP can help obtain guidelines, reach out to program officers, determine timelines, and review electronic submission requirements.

  4. Identify cost share or matching requirements.
    Determine whether the funding agency requires matching funds or institutional cost share. If so, begin working with the appropriate campus offices to secure commitments. Refer to ÌÇÐÄVlog’s Cost Sharing Policy.

  5. Start your budget and draft the proposal.
    Work with OSP to begin budget development. If you need assistance with editing or formatting, submit a draft to OSP at least two weeks before the sponsor deadline.

  6. Initiate the internal routing process.
    Submit your proposal materials to OSP two weeks before the deadline to initiate preparation of the Internal Routing Sheet. The Project Director is responsible for routing it to all required signatories for approval.

  7. Submit the completed proposal for final approval.
    Provide the final version of the proposal and the fully signed Internal Routing Sheet to OSP at least one week before the submission deadline for institutional review and approval.

  8. Coordinate submission with OSP.
    Discuss the agency's submission process with OSP. In most cases, OSP will submit the application on your behalf and distribute final copies to all signatories.

  9. For electronic submissions.
    If your application is submitted via an online portal, the final and complete version must be provided to OSP at least two business days before the sponsor’s deadline.

  10. Notify OSP of agency contact.
    If you are contacted by the sponsor after submission—for additional information, clarification, or budget discussions—inform OSP immediately so we can assist appropriately.
